Commercial Manager, Quantity Surveyor and quantum consultant with over 18 years’ experience delivering major infrastructure and specialist construction projects across the aviation, nuclear, highways, rail, marine, utilities, energy and civil engineering sectors throughout the UK, on contracts from circa £10m to £500m+.
As Director of Civil Engineering Commercial Management Ltd — an independent consultancy established in 2015 — he provides commercial management, claims, quantum and NEC/ICC compensation event services to contractors, subcontractors, consultants and expert witness practices. He has worked with claims and expert practices including Bridge Expert Services and Horabin Associates, producing independent and expert-style reports across NEC3, NEC4, ICC Ground Investigation and JCT-related disputes.
His work spans variations, loss and expense, prolongation, Defined Cost / SSoCC assessment and final account disputes — grounded in the Accepted Programme, contemporaneous records and the contractual valuation rules, and tested against recognised benchmarks such as CESMM4 and BCIS. He is actively developing his testifying expert witness practice and welcomes both expert-support and independent-review appointments.
