Details

Leon Clarke is a Chartered Building Surveyor with over 25 years’ experience within the building industry.

His skills have been developed through both experience and academic qualifications from working as a carpenter to being a Chartered Surveyor where professional qualification was achieved in 2009.

Throughout his working career, he has gained a considerable amount of experience on building pathology within the commercial and residential sectors; with a particular interest in the residential sector, housing maintenance and advising on recommendations of repair.

Mr Clarke specialises in Party Wall, Schedules of Condition, Building Pathology and Project Management. During his experience within Party Wall matters Mr Clarke has been appointed as the named surveyor for both the Building Owner and Adjoining Owner, and in some cases as the Agreed Surveyor representing both parties. Since September 2019, he has been a full member of the Faculty of Party Wall Surveyors. Mr Clarke has a working knowledge of the JCT Suite of Contracts and good understanding of the NEC Contracts.

Experience has been gained within the residential sector, court buildings, offices, industrial units, schools and working as an Asset Manager where a great emphasis has been placed on the responsibility and delivery of capital and revenue projects, insurance works and housing disrepair.

Expert Witness Experience
Over the last three years, Mr Clarke has undertaken instructions and appointments directly from Solicitors, carrying out inspections and writing expert reports where he has specialised in housing disrepair claims. He has knowledge and experience of being appointed both a Single Joint Expert and Party Appointed Expert and inspection reports can be prepared on behalf of Tenants and Landlords who have been subject to litigation proceedings due to alleged housing disrepair issues. Previous clients have included social landlords, local authorities, housing associations and private landlords.

As an Asset Manager/Building Surveyor working on the client’s side, he has carried out inspections with appointed experts and has worked with Solicitors to discuss the processes of litigation.

He has experience of reviewing expert reports, carrying out joint inspections with experts, liaising with Solicitors and attending court hearings.
