Mr Kelly has been in the motor industry for over 30 years, he is qualified as a mechanical engineer through City and Guilds, qualified trainer and NVQ assessor through the TDLB, he is a former full member of the IAEA (Institute of Automotive Engineering Assessors) through examination, sat on the council of the I.A.E.A and also held a directorship there, regularly writing technical articles and consumer and insurance law articles for them.
Full Member of the Society of Operation Engineers.
Full Member of the Institute of Road Transport Engineers.
Associate Member of the Institute of the Motor Industry.
Former Full Member by qualification of the IAEA
Former Full Member of the Federation of Internationale des experts.

Mr Tim Kelly is an inspector of motor vehicles for specialist valuation reports, locus reports, causation, post-repair, rejection of goods and services, defective goods, sale of goods acts (2015 consumer act). He also undertakes forensic reports on vehicle defects/failures/modifications. Mr Kelly has a specialist interest in rare, classic, sports and imported vehicles.

His experience includes working on both light and heavy goods vehicles along with private light vehicles and motorcycles. With the experience of working on most major motor manufacturers having worked on: Saab, Peugeot, Lancia, Fiat, Volkswagen, Audi and Mercedes heavy goods vehicles. Working on and converting HGV vehicles fitting Fifth-wheel slider plates, Cab adaptions, drawbars, and fitting rigid boxes to the Truck cab and chassis assemblies. As such is qualified to advise on the Heavy goods vehicles.
Fully conversant with the fabrication, welding and paint finish process used in the manufacture and repair of both specialist and volume produced vehicles.

Mr Kelly has participated in various specialist training course’s at Thatcham Research centre whilst working at Aviva insurance, Directline, RAC Accident Services .Whilst also attending training at , MIRA, ITAS Crash reconstruction. Incl Paint Training courses at Thatcham on the use, application and paint products, substrates and identification of paint defects.

Mr Kelly is experienced as an Expert witness to the courts working as an assessor of vehicles having worked as both an Independent Engineer and a staff engineer working for RBS, Directline, Nig , Prudential and latterly Aviva insurance. He understands that his overriding duty is to the court and has complied with that duty. Mr Kelly is aware of the requirements of CPR Part 35, its practice direction and the CJC Guidance for the instruction of experts in civil claims.

Mr Kelly is the author of several articles published by the IAEA and Bodyshop magazine including;
“Duty calls” “The roles and duties of the expert witness insurance engineer” The assessor magazine July/Aug 2015.
“Diminution in loss” the inherent loss in value after repairs. The Assessor magazine May/June 2016.
“Through the Looking Glass” July 2014 Bodyshop Magazine,
